On June 24, President Trump issued an executive order called Improving Price and Quality Transparency in American Healthcare to Put Patients First. This order requires the Departments of Labor, Treasury, and Health and Human Services to issue new guidance and proposed regulations that disclose negotiated rates, cost-of-care and de-identified federal healthcare data.
Some of the provisions contained in this order direct the agencies to give specific instructions and regulatory guidance for hospitals to disclose information about negotiated rates in a format that is easy to understand by patients and consumers, for insurance companies to provide patients with detailed information about patients’ cost of care and out-of-pocket costs prior to treatment, HSAs will expand the availability to cover direct primary care arrangements and healthcare sharing ministries and add more preventative services that can be covered, and FSA guidance on the number of funds that can be carried over for the remainder of the year.
The order also contains a specific timeline and plan to action that will take place over 180 days.
The order seeks to promote price and quality transparency among health care providers and to make health savings accounts and flexible savings account more attractive.
